Preamble
1.1. The ‘New Zealand Medal of Philatelic Excellence’ was established by the New Zealand Philatelic Federation (Federation) in 2006.
1.2. Funding for the medals was provided by Allan P Berry in memory of Elizabeth Anne Garlett Berry, known as Liz Berry, who although not herself a philatelist, gave many hours service to the hobby. No Federation money is involved.
1.3. The medal is awarded as considered appropriate by the ‘Medal of Philatelic Excellence’ award committee listed below or its successors, but not necessarily each year, following nominations as in 4.1 below.

Object
2.1. The medal may be awarded to those very few people who have given outstanding service to philately over and above that required to be given the Federation ‘Award of Honour’.
2.2. The ‘Medal of Philatelic Excellence’ does not devalue the ‘Award of Honour’ nor does it make the ‘Award of Honour’ any easier to obtain.
3.
Criteria
3.1. The nominee must:

  1. belong to a society that is a member of Federation at the time the medal is awarded.
  2. have received previously the Federation ‘Award of Honour’.
  3. must be permanently residing in New Zealand at the time the medal is awarded.
3.2 Previous awards from within New Zealand or from overseas countries shall not preclude a person from receiving the medal.
3.3 The medal may be awarded only once to any one person and may not be awarded posthumously.
3.4 Serving members of the Federation executive committee may be nominated and receive the medal.
3.5 Members of the ‘Medal of Philatelic Excellence’ award committee may be nominated and receive the medal, provided the nomination is made by other than a member of the ‘Medal of Philatelic Excellence’ award committee.
4.
Procedure
4.1 Nominations with an appropriate citation should be submitted to the secretary of Federation for forwarding to the ‘Medal of Philatelic Excellence’ award committee listed below. There is no special form that needs to be used.
4.2 The “Medal of Philatelic Excellence” award committee will submit their recommendation for bestowal of the ‘New Zealand Medal of Philatelic Excellence’ to the executive committee of Federation for approval. The decision of the Federation executive committee is final.
4.3 A record of the recipients together with copies of the citations will be maintained by a means to be decided by Federation.
5.
Administration
5.1 The ‘Medal of Philatelic Excellence’ award committee shall be three active philatelists and be separate from the Federation awards committee. The current ‘Medal of Philatelic Excellence’ award committee is: Jenny Banfield, Raumati Beach (convenor); Gerald Ellott, Waiheke Island; Jeff Long, Christchurch.
5.2 When necessary, the ‘Medal of Philatelic Excellence’ award committee will nominate a replacement member to be approved by the Federation executive committee.

Alteration
The executive committee of Federation may amend the criteria and administrative procedures for the ‘New Zealand Medal of Philatelic Excellence’ as and when required after consultation with the ‘Medal of Philatelic Excellence’ award committee.
